Key Responsibilities
- Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
- Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
- Translate business needs into clear user stories, acceptance criteria, and product backlog items.
- Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches (including potential platform, architecture, and integration decisions).
- Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
- Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
- Serve as the primary liaison between business stakeholders and the technical delivery team.
- Define success metrics and KPIs for the modernized CAI application and track progress against them.
- Support change management, user adoption, and training efforts related to the modernized solution.
- Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
- Identify risks, dependencies, and impediments and drive resolution.
- Provide regular status updates and recommendations to IT leadership and business sponsors.
Skills Required
- Experience as a Product Manager leading $10M large-scale public-sector modernization efforts.
- Demonstrated experience modernizing legacy applications or leading digital transformation projects.
- Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs.
- Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
- Experience with overseeing and testing of large data conversions.
- Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
- Strong organizational and prioritization skills with the ability to manage competing demands.
- Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures).
- Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems.
- Experience with process improvement and business process reengineering.
- Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements.
- Bachelor’s degree in Business, Information Systems, Computer Science, or related field (or equivalent experience).
- YAFOS Certification.
